IWhat we do and why

Government contracting, taught and advised the way it is won

Entitled Government Contracting is a consultancy for small businesses that want government revenue and have never been shown how government buys. We work at all three levels, federal, state, and local, for clients in any state, and we deliver one method four ways: self-paced courses, working guidebooks and templates, private advisory sessions and multi-session builds, and small-group programs such as the Launch Cohort and the monthly membership.

We exist because most of what is sold to new vendors is a registration that is free, a certification that will not move their revenue, or a federal-only course that never mentions the city purchasing office twenty minutes from their door. Contracting is a process: rules that can be learned, documents that can be built once and reused, and buyers who can be reached before a solicitation posts. Clients come to us to learn that process and to have an experienced hand on their own registrations and bids while they do it. We are headquartered in Phoenix, Arizona, with local offices there, and every client, in every state, is served virtually. What we cannot do is promise an award; government buyers decide, and we say so plainly before anyone pays.

IIThe founder

Samantha-Josephine Johnson

Samantha-Josephine Johnson founded Entitled Brands Group and owns the four companies beneath it: this consultancy, a contracting firm that performs federal, state, and local government contracts as a prime and subcontractor, a banking regulation consultancy that advises banks and lenders, and a law firm that practices civil and family law. She does not advise from the sidelines. Her own firm bids, wins, and performs the same contracts she teaches clients to pursue.

Her career began in banking, first as an investment banker, then in corporate business banking, and then as executive vice president of regulatory operations at national banks, where she worked under federal and state regulators on examinations, audit remediation, policy and control design, third-party risk, and the contracts that bind an institution to the companies it hires. She went on to hold vice president roles in education technology, where the buyers were universities, employers, and public systems and every contract was won through formal procurement. Across those years she won more than $60 million in state and federal contract awards.

She is pursuing two doctorates at once, the Doctor of Law and Policy and the Doctor of Education, alongside a Master of Arts in Government. Her research and training run through law, public policy, and government regulation: how licensing rules decide who gets access to professional help, how artificial intelligence is colliding with the rules on who may give advice, and how public institutions design the systems the rest of us have to work inside. She is a law school graduate with a Master of Legal Studies, and her Juris Doctor coursework spans contracts and business law, negotiations, legal writing and research, civil procedure, and administrative and regulatory law. She also holds a Master of Business Administration, with coursework in finance, accounting, strategy, and operations, and a Master of Science in Organizational Leadership, awarded with distinction, with coursework in organizational behavior, strategy, and leading change.

That combination is the point. Clients get someone who has sat on the regulator's side of the table, the banker's side, the vendor's side, and the classroom's side, and who reads a solicitation the way an examiner reads a file. Nothing here is theory she has not practiced.

A plain word on roles: although she is legally trained, she does not give legal advice as founder and consultant, and she does not promise outcomes. Government buyers decide awards, so no honest advisor can guarantee a registration, a certification, or a contract. When a contracting question turns legal, she says so, and clients are free to bring it to counsel of their choice.

IIIMission and goals

Government revenue, reachable for capable small businesses

Our mission is to make government revenue reachable for capable small businesses in every state, by teaching the process plainly, pricing our help openly, and keeping clients in control of their own registrations, money, and decisions. Four commitments follow from it.

A first award, then a second

We build the pieces that make the second bid cheaper than the first: correct registrations, a capability statement buyers keep, templates loaded with your content, and a bid calendar.

Nothing hidden, nothing promised

Every price is published and every session ends in a written plan. We never sell a registration that is free, we tell you when a bid is not worth your time, and we do not guarantee bids, certifications, or awards. No honest advisor can.

You hold the keys

Registrations stay in your name, templates stay in your business, and the bid, price, and certification decisions stay yours.

Every state, one method

Federal, state, and local, wherever your business is registered, in the order that gets you paid soonest.

IVWhy clients choose Samantha-Josephine

The case for working with her

Every advisor in this market will tell you they know the process. Here is what stands behind hers.

She wins the contracts she teaches.More than $60 million in state and federal awards across more than ten years, and a contracting firm of her own that bids and performs today.
She has been the regulator's counterpart. An executive vice president of regulatory operations and an investment banker before that, with more than fifteen years inside institutions where a missed clause was an examination finding.
She is trained in the law that governs the work.A law school graduate with a Master of Legal Studies and Juris Doctor coursework in contracts and business law, negotiations, legal writing and research, civil procedure, and administrative and regulatory law, alongside doctoral research in law and public policy. Although legally trained, she does not give legal advice or promise outcomes in her role as founder and consultant.
She studies the systems, not just the forms. Two doctorates in progress, a Master of Arts in Government in progress, and published-quality research on regulation, licensing, and access.
She reads a bid the way a CFO reads a budget.A Master of Business Administration, with coursework in finance, accounting, strategy, and operations. For clients that means a bid priced to hold its margin after the government's payment terms, a capability statement that reads like a business case, and a plan for cash flow and staffing during performance, not just at award.
She knows how organizations actually change.A Master of Science in Organizational Leadership, awarded with distinction, with coursework in organizational behavior, strategy, and leading change. Winning government work changes how a small business runs: new reporting, new quality standards, new roles. She helps clients build those pieces without breaking the business that got them there.
